Text Box: A CASE STUDY: Unloading casing at a drilling location
A W C Safety HSE Consultant was visiting a drilling location at the request of our customer, the Producer. This location was using a third party safety consultant, not W C Safety. The casing truck entered the location and prior to unloading, the driver brought out a pre-printed JSA, read it to the employees. Present were the casing truck driver, the forklift operator, and one other employee. There was a crew working on the target pipe rack applying "pipe dope" to the existing casing. They were not included in the JSA discussion, but were told to "stay out of the way."
The W C Safety HSE Consultant asked if he may have a brief conversation with the workers prior to starting the unloading process. He gathered the casing truck driver, the forklift operator, the other employee, and the crew working on the target pipe rack. Producing an S.O.S. 10 Point System© card, he initiated a discussion about what was to happen, the sequence, and the potential hazards. It was now discovered that the crew working on the pipe rack was not planning to vacate the area while the unloading was being conducted. Their reasoning was that they had a deadline to complete their operation and couldn't stop. They planned on placing a timber between the casing they were "doping" and the new casing being unloaded. By doing this they considered themselves "out of the way."
Recognizing this as violating two of the S.O.S. 10 Points (unsafe speed and improper positioning), the W C Safety HSE Consultant invited the drilling foreman into the discussion. Once he understood the situation, the drilling foreman explained to all that safe work was more important than fast work and he had the crew vacate the pipe rack. 
Even in a situation where the S.O.S. System© was not used for hazard identification or the JSA, the W C Safety HSE Consultant still prevented a potentially major incident.
